It's the low-budget Ghost from the Amerigo cinematic from the original (and now remastered) Starcraft! If you don't know what I'm talking about, it's this cinematic here:

Well I'm pretty sure he's not really a Ghost.
Probably just some combat engineer or something.
I always loved his design though, makes me want to cosplay as him someday. :[)
